Ahhh yes, Peanut. That's a bug on my part. She is what I used as the placeholder image for the task system, and you'll likely find that if you see her the other task system data is bogus and doesn't work properly. This can occur if the game thinks your current system time is out of range of an active event, or if the task system cannot load the active event for some reason. Usually it will fix itself the next time you open the limited time events dialog, or if you reboot the game.
I've added some extra code in versions above 0.191 to check for this. As for who she is ... I'm not too sure. She was included with some of the initial task system assets. I'll have to pester Artist Panda to find out if she'll be a future character!
